About this session
The SHANTI Act, 2025 fundamentally reforms how India's nuclear sector is owned and regulated. For the first time, private companies and joint ventures can build, own and operate nuclear plants under license, and participate across parts of the fuel cycle, while enrichment, heavy water and spent-fuel management stay with the government. The Act also makes liability capped, insurable and bankable - total liability per incident is set at 300 million SDRs (roughly ₹3,900 crore), operator caps are fixed by reactor size, and the supplier recourse that long deterred vendors is removed. In this keynote, the Secretary, Department of Atomic Energy, will set out what these changes mean for developers, vendors and financiers, and for India's nuclear future.
